Israel says the barrier is needed to prevent attacks but Palestinians, who refer to it as an "Apartheid Wall," say it cuts them off from occupied land that should be part of their future state. The International Court of Justice (ICJ) issued a non-binding resolution in 2004 calling for those parts of the barrier inside the West Bank to be torn down and for further construction in the territory to cease.
